Saint Kitts and Nevis: Government Structure

Saint Kitts and Nevis is governed as a federal parliamentary democracy and constitutional monarchy, making it one of the smallest sovereign federations in the world. As a Commonwealth realm, the country recognizes the British monarch as head of state, a role currently held by King Charles III, who is represented locally by a governor-general. In practice, day-to-day governance rests with elected officials, and the governor-general acts on the advice of the sitting government in nearly all matters.

Executive authority is exercised by a prime minister, who serves as head of government, and a Cabinet of Ministers drawn from the elected National Assembly. The prime minister is typically the leader of the party or coalition commanding a majority in the Assembly and is formally appointed by the governor-general. Legislative power rests with the unicameral National Assembly, made up of fifteen members who serve five-year terms, including elected representatives and a small number of appointed senators.

A distinguishing feature of the country's structure is its federal character: while the national government in Basseterre manages foreign affairs, defense, and other countrywide matters, the island of Nevis maintains its own legislative assembly and premier, giving it substantial autonomy over local affairs. This arrangement, established under the 1983 constitution at independence, has occasionally produced tension between the two islands, including a 1998 referendum in which Nevis narrowly failed to secure the two-thirds majority needed to secede.
