Colombia: Foreign Relations

Colombia maintains diplomatic and commercial relations with countries across the political spectrum and has generally pursued an open, trade-oriented foreign policy grounded in international law. As of 2026, the United States remains Colombia's closest strategic partner, particularly on security cooperation, counternarcotics efforts, and defense assistance, making Colombia one of Washington's most significant allies in Latin America. Bogotá also belongs to a range of multilateral bodies, including the Organization of American States and the Pacific Alliance, reflecting its emphasis on regional integration alongside its bilateral ties.

Relations with immediate neighbors have varied considerably. Colombia has expanded joint security and border cooperation with Brazil, Panama, and Peru, while its relationship with Ecuador has at times been strained by cross-border guerrilla activity and migration pressures, including a 2002 restriction on the shared border crossing. Ties with Venezuela have shifted repeatedly between cooperation and tension amid that country's political crisis and the large flow of Venezuelan migrants into Colombian territory. On the trade front, Colombia has diversified its economic relationships with Pacific Rim partners: it concluded a free trade agreement with South Korea in 2016, and as of 2026 it has reactivated free trade negotiations with Japan and expanded agricultural export agreements with China.

Since taking office in 2022, President Gustavo Petro has sought to recalibrate Colombia's foreign policy toward greater independence from Washington and the European Union, emphasizing regional dialogue, climate diplomacy, and renewed engagement with left-leaning governments in the region. As of 2026, this shift has coincided with debates within Colombia over the future of longstanding security arrangements with the United States, even as economic and defense cooperation between the two countries has continued.
