Saint Lucia: Political Parties & Elections

Saint Lucia has operated under a two-party political system since the mid-twentieth century, dominated by the Saint Lucia Labour Party and the United Workers Party. The Labour Party was established in 1949 with backing from the Saint Lucia Workers Cooperative Union and, under founder George Charles, won a majority of seats in the island's first elections held under universal suffrage in 1951. The United Workers Party emerged later, in 1964, formed from a Labour Party splinter led by John Compton that merged with another opposition faction; Compton went on to dominate Saint Lucian politics for much of the following three decades.

The two parties have traded control of the House of Assembly repeatedly since independence in 1979, with elections often producing lopsided majorities for whichever side prevailed. Labour held nearly all the seats through the 1950s before Compton's United Workers Party ended that streak in 1964, and the UWP remained the dominant force through most of the 1980s and into the 1990s during Compton's long tenure as prime minister. Labour returned decisively in 1997 and again in 2001, winning 14 of 17 seats in the latter contest, before the UWP recaptured government later in the decade.

More recently, the Saint Lucia Labour Party won the 2011 general election and, after a period out of office, returned to power in a landslide in July 2021, taking 13 of the House of Assembly's 17 seats under leader Philip J. Pierre, who became prime minister. The defeated United Workers Party, led by Allen Chastanet, was reduced to just two seats, its worst showing since 1997, underscoring how thoroughly Saint Lucian elections can swing between the two dominant parties.
