Uruguay: Foreign Relations

Uruguay's foreign policy has long emphasized multilateralism, adherence to international law, and non-intervention in the internal affairs of other states, reflecting the country's small size and its historical reliance on international institutions to safeguard its interests. Since Yamandu Orsi took office as president in March 2025, his administration has continued this tradition while pursuing three consistent priorities: maintaining close relations with neighboring Argentina and Brazil, defending the Mercosur trade bloc while pressing for greater flexibility to negotiate independently with outside partners, and broadening ties with partners beyond South America.

As of 2026, Mercosur remains the cornerstone of Uruguay's regional diplomacy, and Montevideo has pushed to finalize the long-negotiated Mercosur-European Union association agreement, viewing it as a strategic opening for the bloc's international integration. Uruguay has also continued to seek carve-outs allowing it to pursue trade agreements outside the bloc's consensus requirements, a position that periodically creates friction with Mercosur's larger partners, Argentina and Brazil.

Uruguay has simultaneously expanded engagement with partners outside the region. As of early 2026, the Orsi administration deepened relations with China, including a state visit to Beijing and the signing of numerous bilateral agreements spanning trade and investment. Uruguay also maintains active participation in the United Nations, where it has a long-standing tradition of contributing peacekeeping personnel, and continues to pursue expanded trade access to the United States and Asian markets as part of its broader diversification strategy.
